Under heavy military and diplomatic pressure, Yasser Arafat said he is organizing a cease-fire on attacks against Israelis. In television interviews Wednesday, the Palestinian Authority president said Islamic Jihad already has agreed to a cease-fire with Israel, and Hamas officials are discussing the move. But Israeli officials say they want to see concrete anti-terrorist actions by P.A. forces, not another cease- fire that would allow terrorists to regroup and rearm.
