The U.S. State Department said it was “troubled” by the latest upsurge in Israeli-Palestinian violence. The Palestinians bear the primary responsibility for ending the violence, State Department spokesman Richard Boucher said Wednesday. He added that Israeli reprisals for Palestinian terror “work against the overall objective of reducing the violence and achieving security.”
