Future immigrants for America should be selected not on the “asylum” or economic idea, but on a biological basis, according to Dr. Harry H. Laughlin, personal representative of Secretary of Labor Davis, who has been in Europe for the past six months making an investigation of the immigration question for the United States Government. The statement was made in an interview with the London correspondent of the New York Herald.

Dr. Laughlin will leave for America on Tuesday and will report results of his investigation to the Immigration Committee of the House of Representatives.
