Prof. Alexander Kulisher, prominent Jewish authority on constitutional law, died on February 13, in the concentration camp at Noe, France, it was revealed here today. He was 52 years old.
Prof. Kulisher was an ardent Zionist and at one time a member of the executive of the Zionist-Revisionist organization. He was born in Russia and studied in the universities of Petrograd and Oxford. Emigrating from Russia in 1920, he settled in Paris where he was a close collaborator of the Russian democratic leader Pavel Miliukov. The fall of Paris, in 1940, found him working on a book sponsored by the Rockefeller Foundation. In an attempt to cross into unoccupied France, he was arrested in November, 1940, by the French authorities and sent the camp at Gurs and later transferred to the camp at Noe.
