Abraham Kelmer, a member of the village council of Ostropol, Volhynia, was killed by peasants who shot him.
Kolmer received a number of anonymous letters, threatening death because he urged that the council impose a self-taxation system on the village. The bullet which killed him was fired through a window of his home, the murderer escaping.
Other Jewish members of the council received similar threatening letters. An investigation has been started.
