The new Government statement on Palestine cancels the White Paper of last October, Moghanan Effendi, Secretary of the Palestine Arab Executive, declared to the Jewish Telegraphic Agency here to-day.

The new statement grants additional new rights to the Jews, he went on, such as a due share in the public works carried out in Palestine, for which there was no previous provision.

The statement shows that the British Government is nothing but a tool in the hands of Dr. Weizmann and the other European Jews, Moghanan Effendi complained.

The differentiation made in the new statement between landless Arabs and displaced Arabs, he continued, with its emphasis on the point that assistance to settle on the land will be given by the Government only to such Arabs who can be shown to have been displaced in consequence of the lands which they occupied passing into Jewish hands, means the robbery of the Arab peasantry, who constitute 75 per cent. of the population of Palestine.

The Palestine Arab Executive will reply to the new statement, perhaps on Monday, Moghanan Effendi announced.
