Menachem Milson, head of the civilian regime on the West Bank, claimed today that Palestine Liberation Organization supporters in the territory were totally demoralized by the Israeli victory over the PLO in Lebanon and that a moderate Arab leadership was emerging willing to reach a political agreement with Israel. Milson rejected assessments by Israeli political analysts that the military defeat in Lebanon only served to radicalize the PLO. According to Milson, the radicals are “confused, disorganized and have no place to go.” He said the emergence of a newspaper published by the government-supported Village Leagues on the West Bank signaled the existence of an alternative leadership not identified with the PLO.
