Maxwell Rabb, a 70-year-old New York lawyer and president of Temple Emanu-el in Manhattan, was named by President Reagan Thursday as U.S. Ambassador to Italy. Rabb, who was Secretary to the Cabinet during the Eisenhower Administration, was an active member of the Coalition for Reagan-Bush in the 1980 campaign.
