The French Government at a Cabinet session promoted painter Marc Chagall to the rank of commander, the highest in the French Legion of Honor. The Jewish artist, who became a naturalized French citizen, is famous for his conceptions of life as he knew it in his native Russian “shtetle.” He is the only living French painter to hold that rank in the Legion of Honor.
