Israelis will be permitted to enter Egypt for the first time since the Arab-Israel war of 1948 to attend the forthcoming conference in Cairo of the United Nations Educational, Scientific and Cultural Organization, it was reported here today. The report said that when UNESCO threatened to cancel plans for holding the parley in the Egyptian capital this Spring if Israelis were barred, Egyptian Foreign Minister Mohammed Fawzi yielded.
