Israel is making every effort to achieve peace with its Arab neighbors, but will not permit the absence of peace to endanger the lives of Israeli citizens, nor to interfere with its construction program, Israeli Minister for Communications Joseph Saphir declared here last night on the eve of his departure for the United States. He will spend 30 days in the U.S. in behalf of the United Jewish Appeal campaign.
