HE ADDED THAT THE GERMAN ZIONISTS, IMPELLED BY THE “REALPOLITISCHE” NECESSITY OF EMIGRATION, WOULD “FIND IT EASIER TO DISCUSS” PARTITION IF THE PROPOSED BOUNDARIES OF THE JEWISH STATE WERE ENLARGED TO INCLUDE THE NEW CITY OF JERUSALEM AND THE NEGEB.
