Funeral services will be held here tomorrow for Charles Kramer, prominent attorney and active leader of the Jewish community, who died here yesterday of a heart attack at the age of 70. He was a founder of the National Federation of Temple Brotherhoods and president of that Reform organization from 1931 to 1933 and from 1941 to 1943. He was a director of the Union of American Hebrew Congregations and honorary secretary of the Synagogue Council of America, national coordinating body for the Orthodox, Conservative and Reform movements.
