Financial circles expressed the opinion tonight that the discussions between Montagu Norman and Hjalmar Schacht in Berlin this week would be within the framework of general Anglo-German trade questions. The significance of this fact was seen in The City as being that the Nazis would not treat the emigration question on its merits, but would insist on using it as a bargaining lever, linked with general trade demands. Mr. Norman is scheduled to remain in Berlin only one or two days before proceeding to Basel to attend the monthly meeting of the Bank for International Settlements.

George Rublee, director of the Intergovernmental Refugee Bureau, is expected to leave for Berlin this weekend to follow up the discussions on emigration.
