Foreign Minister Abba Eban, addressing an improvised press conference here on the eve of Rosh Hashana, repeated Israel’s call to the free nations to take effective measures to curtail the activities of Arab terrorists, just as in earlier days steps were taken to curb piracy.

He said the world must do more than express sympathy for such outrages as the murder at Munich of the 11 Israeli athletes. He said action must be taken on the national level by governments to prevent activities on their soil by terrorists and on the international level by exerting pressure on the Arab states to halt their help and encouragement to the terrorists gangs.

The Foreign Minister said that while Israel was always ready for peace talks, the question was with which nation Israel should sit down. He added that the West German decision to fight the terrorists and prevent the hostages from being removed from West Germany was a correct decision. Eban said there was now a dialogue between Israel and West Germany to determine what went wrong in the rescue effort. He said he had information that the hostages were killed by shots fired at their heads while they sat blindfolded and tied in a helicopter which the terrorists then set afire.
