Alexander Halpern, leader of the World ORT Union, and former legal adviser to the British Embassy in Czarist Russia, died here at the age of 77 He was born in St. Petersburg and graduated from the University there. During the Kerensky revolution, he held the post of General Secretary of the Russian Provisional Government. In 1941-45, he was a member of the British Government Mission to the United States.
