THE STRONGLY-WORDED MEMORANDUM DENIED THE GOVERNMENT’S CHARGE, IN ITS REPORT TO THE MANDATES COMMISSION, THAT THE JEWS STARTED THE TROUBLE. IT WAS HANDED TO HIGH COMMISSIONER SIR ARTHUR GRENFELL WAUCHOPE FOR DISPATCH TO THE MANDATES BODY.
