The governments of Poland and Greece, as well as those of the Little Entente, presented identical memoranda to the Secretary of the League of Nations opposing changes in the procedure for the submission of petitions by national minorities.

The memoranda are to be transmitted by the Secretary General to the Committee of Three which will meet in London. April 28, to consider the proposed changes in the procedure which would afford the minorities an easier approach to the League with complaints against the governments of the countries in which they reside.
