The collapse of the Chais Foundation in the wake of the Bernard Madoff scandal dealt the latest in a series of body blows to funding for Jewish projects in the former Soviet Union.
The foundation was the primary funder of higher education projects in the former Soviet bloc, and many of those programs are in serious danger now.
This comes in a year in which the Joint, the Jewish Agency, Chabad and ORT have all significantly cut funding to their projects in the region — and after the new Jewish wealth created in the aftermath of the fall of communism was gutted by the world financial collapse.
