Maj. Gen. David Shaltiel, who was commander of Jerusalem during the Arab siege of 1948, died here yesterday at the age of 66. Gen. Shaltiel was born in Hamburg and settled in Israel in 1923. After a military career in Haganah and the Israel Army he joined the Foreign Service and served as Israeli minister and ambassador to several Latin American countries and in the Netherlands. His last post was special adviser to the Foreign Ministry.
