“A bold new approach to the care of mental patients will be taken in the National Mentis Health Center, said Rep. Streltzer.”Our institution, beginning as a pilot study will not have locked wards and rooms. There will be no fences, no restraints on patients, no wasteful and psychologically frightening and harmful ‘snake pits,”
