Vladimir Jabotinsky, president of the New Zionist Organization, speaking at the Anglo-Palestine Club, declared last night that European belts of Jewish distress comprised 6,000,000 whose hopes centered on migration to Palestine.

Mr. Jabotinsky contended that at least 14,000,000 Jews were interested, directly and indirectly, in Palestine’s future and were entitled to participate in decisions on Palestine. Advocating formation of a national Jewish assembly, he declared the function of the Jewish Agency for Palestine under the League of Nations mandate must be taken away from the World Zionist Organization and not be granted to any other organization, but to the Jewish people as a whole, represented by a world Jewish assembly, elected by universal suffrage.
